MANILA, Philippines – Senator-elect Antonio Trillanes IV has arrived at the Commission on Elections (Comelec) main office in Intramuros, Manila, for his proclamation late Friday morning.

Trillanes, a former Navy lieutenant detained and facing trial for his role in a failed military mutiny in 2003, arrived at the Comelec clad in a barong and handcuffed to two Marine escorts.

He was immediately mobbed by the media and supporters.

Senator Rodolfo Biazon, who arrived ahead of Trillanes, accompanied him into the Comelec session hall for the proclamation.

Trillanes is the 11th candidate to emerge victorious after the May 14 elections.

His proclamation, originally scheduled for 9:30 a.m., was delayed after the military refused to let him leave detention at Marine headquarters in Fort Bonifacio, despite having secured the permission from the Makati regional trial court, unless he got a similar permit from the Armed Forces leadership.

Aside from the Makati court, where he is being tried on coup d’etat charges, Trillanes is also facing court martial, along with several officers involved in the 2003 mutiny.

Trillanes was finally allowed to leave detention by Armed Forces chief General Hermogenes Espero
